As of November 2014, there are 35 pre-qualified applicants who are eligible to bid on the pending RFP, scheduled to be released in early 2015. The RFP evaluation process will be conducted in four stages.
Stage 1 is a pass/fail evaluation for completeness, followed by Stage 2which is a pass fail evaluation of eligibility and technical feasibility, including an assessment and declaration of Site Considerations completed by a third party engineer.
Stage 3 is a rated evaluation of Community Engagement in the project, with top marks going to projects that can provide:
- a Community or First Nation Support Resolution for affected communities;
- a Municipal Agreement or First Nation Agreement for affected community; and,
- an Adjacent Landowner Agreement for every adjacent landowner.
Additional points are awarded for projects that include an aboriginal participation component.
The score awarded in Stage 3 will be used to discount the proposal price during the final evaluation and selection in Stage 4. Projects that demonstrate high levels of community support and aboriginal participation will therefore have an advantage over projects that cannot demonstrate the same levels of community engagement.

Community Engagement

Site Considerations
With experienced engineers, biologists, and GIS/CAD specialists on staff, Cambium meets the Third Party Engineer requirement for completion of the Site Considerations portion of the proposal, without having to rely on other third party information. Our team has access to the required resources, and the ability to quickly gain an understanding of the requirements and implications of the Renewable Energy Approval (REA) conditions applicable to your project. In addition, we can draw on a wealth of experience in completing Environmental Impact Assessments and Environmental Approval applications to assist you in navigating the process
Aboriginal Participation
If your project involves First Nation communities in any manner, our sister company Cambium Aboriginal can assist with the nuances of negotiating a First Nation partnership, from the initial stage of reaching out to an interested community, through to finalizing a formal agreement. The Cambium Aboriginal team draws on their first-hand knowledge of First Nations culture, developed through hundreds of managed projects. The result is a unique skill set specializing in Aboriginal community consultations and negotiations.
