ORTECH offers services that will ensure that the solar (rooftop or ground mount) facility has been constructed in manner that; permits it to deliver energy to the grid in accordance with the requirements of the grid operator and in compliance with the terms of the OPAs FIT contract including the Domestic Content provisions; any outstanding construction and installation matters have been dealt with; conditions for the release of any holdbacks are met; the state of the project is such that warranties and performance guarantees are in effect; and the project is operating in a manner that produces sufficient revenues to enable the owners of the project to meet its obligations to the Debt Provider. Note that this Post-Commissioning monitoring may continue for at least one year with periodic monitoring thereafter as required by the Debt Provider.

Start-up Testing, Commissioning, and Post Commissioning Monitoring
ORTECH will provide an evaluation of the start-up and performance testing phase so as to provide an independent assessment of:
- Site calibrations and power performance tests,
- Start-up of the Project, and
- The Construction Contracts closure including punch list items and release of hold backs.
As Lender’s Engineer, ORTECH will perform the following tasks during the start-up and testing phase of the Project.
- Review Performance Testing Procedures and Sites: ORTECH will review all testing performed for each project and provide commentary.
- Review Performance Tests: In conjunction with the site visit at 100% completion as described in Phase 2, ORTECH will be on-site for all performance tests, as set out in the kickoff meeting. ORTECH will also monitor post commissioning the performance of the project to ensure compliance with equipment warranty provisions. This monitoring will continue until testing finishes.
- Review Contractor’s Test Reports: ORTECH will review the test reports prepared by the EPC vendors or subcontractor and comment on the testing results. The final results of the testing will be compared to the power performance test acceptance criteria outlined in the supply agreement.
- Submit Letter Report(s) to Debt Provider: ORTECH will prepare a letter report(s) covering planned execution of the start-up and post-commissioning programs. A summarizing letter of the testing procedures and verification of the power performance tests will be prepared including comments on the accuracy of the test reports and identify any discrepancies or errors noted.
- Verify Project Completion: ORTECH will monitor successful completion of each punch list item by telephone, make one final visit to the project site to verify punch list items have been completed, sign the Project Completion Certificates and submit them to the Debt Provider for final approval.
