WECC/NERC Generator Testing and Model Validation Compliance
Generator owners have great interest in maximizing their power production while maintaining a high level of reliability and quality. The greatest generator performance is achieved through optimal tuning of generator controls (AVR, exciter, governor and power system stabilizer), limiters and protection. The Western Electricity Coordinating Council (WECC) developed compliance programs requiring field testing and modeling of synchronous generators after major blackouts affected wide swaths of both the U.S. and Canada in 1996 and 2003, leaving 50 million customers without power for hours. Similar compliance programs have been adopted by the North American Electric Reliability Corporation (NERC) and its regional members, e.g., MOD 012 and MOD 024-027.
